Purpose of This Site

The Greater Lowell Elder Mental Health Collaborative developed this elder mental health resource guide on a web site in order to provide information which is accessible and current.

The information in this guide is available to anyone (except the section on agencies and services about the Lowell area).

It is our hope that this guide will help you to make referrals or to obtain services more easily. It will not help you to make diagnoses or assessments for yourself or for others.

We encourage you to let us know if you have suggestions about information or what could be added to any section.

Public Policy

EBH funding for FY 2020 is $ 800,000.
It includes 7 EMHOT sites around the State.

EBH Funding and the FY 2020 Budget

The Governor included funding in its own line item in the  EOEA budget(9110-1624).
The amount of monies is the same as last year.
It is important that you contact your mass State Rep and Senator to increase the funding from $ 500,000 to 1 million. This will enable the following
  • Add four sites around the State.
  • Provide for training 
  • Provide for evaluation of the outcomes at these sites.
  • Include a COLA for the sites in order to keep up with expenses.

EBH Funding approved by the Mass House/Senate and the Governor for FY 2019

Five sites in Mass are funded for this Fiscal year(2019).  Each site provides elder behavioral health services which are accessible.
All are collaborative and comprehensive. Therapy and case management are available and may be provided by the same individual.
There are close relationships with community services so that each person may receive a variety of services as appropriate.


Please have your Mass State Rep contact Rep Ruth Balser and support Amendment 
# 327. It will restore funding for wrap around EBH services at five sites  around Mass.


Funds are being requested for fiscal year 2019. If approved they would provide for five sites in Mass(based on the MCOA model)
If there are any additional funds they could be used for an additional site and/or research or additional training.


The legislature approved $ 500,000 for these services but the Governor did not release these monies until recently.
The Executive Office of Elder Affairs(EOEA) and the Department of Mental Health(DMH) have developed an agreement
to implement these services. For this year the goal is to provide direct services for individuals based on a model 
carried out by three Councils on Aging. Two more sites will be involved. If some of these funds are available after the
direct services are organized there will 
be additional trainings and research. 

            The PNA and the Bed Hold in Mass. are both safe for fiscal year 2017. All nursing and rest home residents should have the PNA at $ 72.80 per month. The medical leave will again be up to 20 days                     per episode and  the non-medical leave will be 10 days per year. Recently, an observation day in the hospital has been equivalent to a hospital admission and would then count towards eligibility for                    nursing home care. That  language continues this year.

    The Mass legislature passed funding for EBH  and also overrode the Governor's veto. Our Coalition(MAMHC) spoke with State officials to discuss how to implement and were informed that the              Governor would not"authorize" funding as he concluded the budget was not in balance. Efforts are in process within the legislature to address this situation. The budget must be balanced but there  are differences between the legislature and the administration in determining if it is balanced or not. We are working with members of the legislature about how to resolve this concern.  There is also a  possibility that this might end up with 9-C cuts(from which there is little or no recourse).  We will keep you up to date.

    PNA/BED HOLD for Fiscal 2016 Each of these items are included in the 2016 budget with no changes.  All nursing/rest home residents in Mass can feel safe that these benefits are in place. The ...
