There had to be 14 members in favor in order for the report to automatically go to the Congress for its approval. Some of its recommendations about Social Security, Medicare, Defense spending, the Federal sales tax, and re-structuring the tax code all remain controversial. Nonetheless, its bi-partisan support may give it some strength in 2011.
