This is based on an inspection report tool of facilities around the USA . They contend that CMS does not move hard  ... FOR MORE CLICK TITLE... enough onstate surveyors to look at facility behaviors which could lead to deficiencies. 2. Boston Globe and Kay Lazar 
The reporter has been working for some years on this challenge. Facilities in Mass have a very high rate of anti-psych med use. Evidently,it has not improved that much if at all. It is also true that the DPH has lost funding in recent years and that weakens its enforcement capacity - there are fewer surveyors. The industry has also needs more funds to increase staffing - which is the preferred way to address behaviors. Nonethelss this is a long standing problem. It is too early to determine if OASIS can be effective. Check out the Globe article (front page of the Sunday 12/23/2012 edition).
